Since 1990, Michigan community colleges have experienced periods of dramatric flucuations in enrollment influenced by a variety of factors. Yet, over this time period, not all institutions have keep up with the enrollment race. Typically, colleges and universities use fall headcount as a bellweather statistic to gauge enrollment success. Here, we track changes in community colleges' headcount rank and explore the biggest winners and losers.
